This icon is not on game covers because ESRB/PEGI/etc. are run by the same people (or at least chosen by the same people) who run big game publishers. Plus lootboxes technically don't fit the (outdated) definition of gambling.

Why, because gambling is a very loose term and is highly objective in terms of definition. Dam near every fucking game ever made has a form of gambling in it.

It's only gambling if the thing you were trying to win is money or can be sold for money. This applies to a few games with loot boxes, but not most.
